The University of Rochester has a library of Critically Appraised Topics. It is a nice site to find quick summaries of commonly encountered clinical problems. I think that CATs and POEMs are not so similar as many would suggest. Indeed, it is the POO (patient oriented outcomes) that is so important to the POEMs. In looking over the CATs at U or R, I find that many of the appraisals are not necessarily of the best quality. Otitis Media for example, is a rather poorly done CAT, which summarizes a well done paper, but misses the point: antibiotics are not superior to placebo.
